You are unable to connect with other devices running on Windows version 1803. As per the Microsoft Knowledge Base about HomeGroup File sharing, you can still access shared folders by accessing their path as below.
Any folder, files, printers that you previously shared using HomeGroup will continue to be shared. This means that:
- Shared network folders will still be available. You can open them in File Explorer by typing the name of the PC and the shared folder name in this format on run command: \\homePC\SharedFolderName.
- If one user account was set up on a PC for sharing, you can continue using that one account for sharing.
- You can still get to any shared printers through the Print dialog box.

Quick note: Before making any changes in your computer, I suggest you to create a System Restore point so that you can restore back your computer to previous working stat if something goes wrong.
You can resolve this problem by setting some services to Automatic (Delayed Start) and restarting Windows:
Press the Windows Key and R to bring up the Run dialog.
Type services.msc in the Run dialog and press Enter.
- Find the below services list on services.msc. Right click the service, Select Properties.
Set the Startup type to Automatic (Delayed Start) and select Apply.
